A kuwait work visa for the private sector is issued under Article 18 of the immigration framework, through the Public Authority for Manpower. Your employer applies; you do not. And for Pakistani nationals the application is normally submitted offline at the embassy rather than online, which changes how you should plan the file.

What Article 18 means for a kuwait work visa
Article 18 is the private-sector work permit. It is granted for a period of one to three years and is renewable. It ties you to the employer who sponsors it, which is why the terms in your contract matter more here than almost anywhere else — you cannot simply walk to a better offer.
Article 18 is not the only category in the system, and the categories are not interchangeable. Confirm in writing which one your offer sits under before you sign anything.
Stage 1 — The employer secures approval
The Kuwaiti employer applies to the Public Authority for Manpower with your qualifications and the contract details. The company must hold the manpower quota to employ another foreign worker. Nothing on your side can usefully start before this.
Stage 2 — The work permit is issued
Once approved, the permit is issued in your name against that employer. A permit is specific to one company and one occupation.
Stage 3 — Document attestation in Pakistan

Stage 4 — Medical screening
Gulf medical screening runs through the approved centre network in Pakistan. Sequence it after the visa route is confirmed so the report does not expire before it is used. Our guide to the GAMCA medical test covers what is screened.
Stage 5 — Visa submission at the embassy
For Pakistani applicants an online route is generally not available, so submission is made at the Kuwaiti mission in Pakistan. Plan for an appointment queue rather than an instant electronic issue.
Stage 6 — Protector of Emigrants registration
Before departure you must appear in person before the Protector of Emigrants with your licensed promoter, and the agreement is examined and registered. This is Pakistani law and applies regardless of destination. See our guide to the Protector of Emigrants stamp.
Stage 7 — Travel
You travel on the issued visa within its validity.
Stage 8 — Residency and Civil ID
After arrival the employer completes residency formalities and the Civil ID. Ask for written confirmation as each step completes; the record sits against your name even though the employer performs the work.
The exit permit rule
Since 1 July 2025, a private-sector worker on an Article 18 permit needs an employer-approved digital exit permit before leaving Kuwait — for any reason, temporary or permanent, including while a transfer between employers is in progress.
Understand what that means before you accept a kuwait work visa. Leaving the country, even for a family emergency, depends on an employer action. Ask at the offer stage how the employer handles exit permit requests and how quickly. A straight answer is a good sign; an evasive one tells you something.
Documents: Kuwait needs full embassy attestation
Kuwait is not a Contracting Party to the Hague Apostille Convention. An apostille from Pakistan means nothing there. Your documents need the full chain: verification by HEC, IBCC, NADRA or the Chamber of Commerce, then the Ministry of Foreign Affairs, then the Kuwaiti embassy in Pakistan.

Frequently asked questions
Can I transfer employer on a kuwait work visa?
Transfers exist as a formal process with conditions and fees, and the exit permit requirement continues to apply while one is in progress. Treat a transfer as a project, not a formality, and get the terms in writing before you rely on it.
Is there a ban on Pakistani workers?
Entry policy for specific nationalities changes, and it is not something a blog should state as settled fact in either direction. Confirm the current position with the Kuwaiti mission in Pakistan or through a licensed promoter before you pay anyone anything.
How long is the permit valid?
One to three years, renewable, depending on what was granted. Ask which term your permit carries, because it determines when the first renewal falls and who pays for it.
Five questions before you accept a kuwait work visa
Most of what goes wrong on this route is settled at the offer stage, in writing, in about five questions. Ask them before you sign, because afterwards you are negotiating from inside a sponsorship you cannot easily leave.
Which article is the permit under? Article 18 is private sector. The categories are not interchangeable and they carry different rights. Get the answer in writing.
What term was granted — one year, two, or three? The permit can be any of them. It determines when the first renewal falls due and who pays for it.
How does the employer handle exit permit requests, and how fast? Since July 2025 you cannot leave Kuwait without employer approval. A company with a clear written process is telling you something; one that becomes vague here is telling you something too.
Who pays for attestation, medical and travel? Kuwait needs the full three-stage legalisation chain, which costs more than an apostille route. Establish who bears it before the first fee is paid.
What is the position on transfer? Ask what the employer’s policy is if you want to move later, and get it in the same email. A kuwait work visa ties you to one company, so the answer to this question is worth more than a small difference in salary.
