Most delays in a Gulf work visa are not caused by the employer, the embassy or the agency. They are caused by a document that was attested by the wrong body, or in the wrong order, and has to go back and start again. Each round trip costs weeks.
The requirements themselves are published. Pakistan’s Ministry of Foreign Affairs maintains a Checklist for Attestation of Documents, last revised in June 2024, and it is specific about which authority must sign what before the Ministry will touch it. This article follows that checklist, and flags the points where workers most often lose time.
The rule behind every document: the chain
Almost nothing goes straight to the Ministry of Foreign Affairs. Documents move through a chain, and each link will refuse a document that has skipped the one before it:
Issuing authority → the designated verifying body → Ministry of Foreign Affairs → the destination country’s mission, where required.
The part people get wrong is the middle. “Get it attested from MOFA” is not a single errand; the Ministry attests documents that have already been countersigned by whichever body owns that document type. Send a certificate directly and it comes back.
Trade and technical certificates: the route most workers get wrong
This is the most important paragraph in this article for welders, electricians, technicians, drivers, fitters and machine operators, because the route is different from the one everyone assumes.
Certificates of technical skills are required to be attested by the local technical board and by the National Vocational and Technical Training Commission (NAVTTC). Not by HEC, which handles university degrees and is where a great many trade certificates are wrongly sent first, and not by IBCC, which handles school board certificates.
If your qualification is a trade certificate, plan on the technical board and NAVTTC before the Ministry of Foreign Affairs.
School and college certificates
Matriculation and intermediate certificates issued by a Board of Intermediate and Secondary Education must be countersigned by the Inter Board Committee of Chairmen (IBCC).
School leaving certificates from government and private schools are attested by IBCC, or by the District Education Officer, or by the Private Educational Institutions Regulatory Authority. Certificates from educational institutions of the Army, Air Force or Navy are attested by the Commanding Officer of their Educational Directorate or an authorised officer.
A madrasa certificate goes through IBCC or HEC as applicable before the Ministry, and a Hifz-ul-Quran certificate can only be attested after IBCC has attested it first.
University degrees
Degrees issued by universities are attested by the Higher Education Commission (HEC).
Medical degrees are the exception that catches people: they require attestation by both HEC and the Ministry of National Health Services. One without the other is not enough.
If your qualification was issued abroad, the equivalence certificate from IBCC or HEC is also attested, and the foreign degree itself should be attested by Pakistan’s mission in the country that issued it.
Medical and nursing staff
Papers covering MBBS and PMDC registration, and experience certificates for doctors, pharmacists and paramedics, are attested by the Ministry of National Health Services. Healthcare roles generally carry additional destination-side verification of their own, separate from anything the Ministry does, so build extra time into a healthcare application rather than assuming it moves at the pace of a trade application.
Experience letters
Experience certificates issued by authorities abroad are attested by Pakistan’s missions abroad — meaning a letter from your previous Gulf employer is handled in that country, not in Islamabad after you return. Workers who have already done one overseas contract are the ones most often caught by this, because the obvious move is to bring the letter home and deal with it later.
If you have prior Gulf experience, get the letter attested while you are still there.
Identity and family documents
Copies of CNIC, POC or NICOP are attested as a true copy when you produce the original in front of the attesting officer — so the original has to be present, not just the photocopy.
A birth registration certificate issued by a hospital must be signed and stamped by the Medical Superintendent or Deputy Medical Superintendent; one issued by a union council, by the Secretary of that union council.
For a Nikkah Nama, the original issued by the Nikkah Registrar with signature and stamp is required, together with the Marriage Registration Certificate and the bride’s CNIC showing the husband’s name, or a Family Registration Certificate or Children Registration Certificate from NADRA. These matter where family status affects the visa category or a family join later.
Police character certificate
A police character certificate is issued by the local District Police Officer, or in the case of tribal areas by the concerned Political Agent. Not every employer asks for one; when it is asked for, it is usually asked for late, so it is worth knowing where it comes from before that point.
Your passport
Check three things well before anything else is submitted. The spelling of your name must match your certificates exactly — an extra initial or a different transliteration on a degree is a genuine cause of rejection. There must be enough remaining validity for the visa and residence permit process, not merely enough to travel. And there must be blank pages for stamping.
Renewing a passport mid-process is one of the most expensive mistakes available, because documents already tied to the old number may have to be reissued.
What comes from the employer’s side
Several documents are not yours to produce and should not be paid for as though they were: the demand letter, the power of attorney, the employer’s attested paperwork and the visa authorisation itself originate with the employer and pass through the destination country’s own attestation process. A licensed promoter works with those documents; a worker should not be asked to buy them.
What gets created during the process
Two further documents appear later and cannot be prepared in advance: the medical report from an accredited centre, covered in our guide to the GAMCA medical, and the registration and stamp from the Protector of Emigrants, covered in what the Protector of Emigrants stamp is. Both have their own timing, and both are wasted money if taken too early.
A sensible order of work
Sequence matters more than speed. A realistic order is:
- Check the passport — name spelling, validity, blank pages — before anything else starts.
- Send qualifications to the body that owns them: technical board and NAVTTC for trade certificates, HEC for degrees, IBCC for school certificates.
- Collect experience letters, and attest any foreign ones through Pakistan’s mission in that country.
- Take the whole set to the Ministry of Foreign Affairs together rather than in pieces.
- Complete destination-mission attestation where the employer or visa requires it.
- Only then schedule the medical, so it does not expire while paperwork is still moving.
- Protector of Emigrants registration last, immediately before travel.
Why documents come back
The recurring causes are unglamorous and entirely avoidable:
- A trade certificate sent to HEC instead of the technical board and NAVTTC.
- A medical degree attested by HEC only, without the Ministry of National Health Services.
- A name spelled differently on the passport and the certificate.
- A photocopy submitted without the original present.
- A foreign experience letter brought back to Pakistan unattested.
- A medical taken months before the visa was ready, and expired by the time it was needed.
One note on fees and current requirements: the Ministry publishes its own checklist and fee details, and these change. Confirm the current position at the time you submit rather than relying on an amount quoted informally — including anything quoted on a recruitment website, this one included.
