Oman Work Visa from Pakistan: 7 Stages, 2 Medicals

An oman work visa is issued by the Royal Oman Police together with the Ministry of Labour, and it is tied to the employer who sponsors it. You cannot obtain one yourself, and you cannot carry it to a different company.

This guide walks the seven stages from job offer to arrival, and explains the detail that catches most candidates out: you will be medically examined twice, once in Pakistan and once in Oman.

Stage 1 — The employer obtains labour clearance

Before any visa exists, the Omani employer applies to the Ministry of Labour for labour clearance and answers any queries the ministry raises. The occupation must sit on the ministry’s approved list. Nothing on the Pakistan side can usefully start until this clearance is granted.

Stage 2 — The employer applies for the oman work visa

With clearance in hand, the employer applies through the Royal Oman Police electronic visa portal. The application is employer-initiated: you are a named beneficiary, not the applicant. Stage 3 — Pakistan-side processing

Recruitment for overseas employment from Pakistan runs through a licensed Overseas Employment Promoter whatever the destination. In parallel your documents are verified and attested — see the apostille note below, because Oman is one of the countries where this got simpler.

Stage 4 — Police clearance certificate

A police clearance certificate is part of the required set. Start it early: it is issued by a different authority on a different timetable from everything else in the file, and it is a common reason an otherwise complete application waits.

Stage 5 — Medical examination in Pakistan

You are examined in Pakistan and the medical certificate is attested. Sequence matters here: a medical taken before the visa route is confirmed can expire before it is used, and you pay for it twice. Our guide to the GAMCA medical test explains what is screened and what causes a fail.

Stage 6 — Protector of Emigrants registration

Before you may leave Pakistan for employment you must appear in person before the Protector of Emigrants together with your licensed promoter, and your agreement is examined and registered in your name. Stage 7 — Travel and in-country formalities

You travel on the issued visa and the employer completes residency formalities in Oman, including the second medical.

Why an oman work visa involves two medical examinations

This is the feature of the oman work visa that surprises people. Medical fitness is tested in your home country and again after arrival. Passing the first does not guarantee the second, because they are separate examinations under separate authorities.

Two practical consequences. Do not treat the Pakistan medical as the finish line. And if you have a condition that was borderline at home, raise it with your promoter before you travel rather than discovering the problem after you have given up other work.

Documents: Oman takes the apostille route

Oman has been a Contracting Party to the Hague Apostille Convention since 30 January 2012, and Pakistan since 9 March 2023. For documents travelling between the two, an apostille from the Ministry of Foreign Affairs replaces the old consular legalisation chain — no Omani embassy step.

Frequently asked questions

Can I change employer on an oman work visa?

The visa is tied to the sponsoring employer, so a change is a formal process rather than something you arrange privately. Ask about the transfer position before you sign, not after you arrive.

Can I apply for the visa myself?

No. The employer applies through the Royal Oman Police portal after obtaining labour clearance. Anyone offering to sell you a work visa without an employer is selling something that does not exist.

How long does it take?

It depends on how quickly labour clearance is granted and on appointment capacity for medicals and biometrics. A promoter who gives you a range and the assumptions behind it is being straight with you; one who gives a guaranteed date is not.

Costs, and who is supposed to bear them

We deliberately do not quote figures for an oman work visa. Fee schedules are set by the authorities, they are revised, and a number in an article that is six months old is worse than no number at all — it gives an agent something to anchor an inflated quote against.

What is worth knowing is the structure. There are employer-side costs (labour clearance, the visa application, residency formalities after arrival) and candidate-side costs (police clearance certificate, medical examination, document attestation, travel). Which side actually pays for which is a matter of what the employment agreement says, not a fixed rule.

So get it in writing before anything moves. Ask for a line-by-line statement of who pays for the medical, the attestation, the ticket and the residency card, and what happens to any amount you have paid if the oman work visa does not issue. A serious employer answers that in one email.

And check the published official schedule before paying an intermediary. If an agent’s price is far above the authority’s own fee, the difference is their charge, which you are entitled to see itemised rather than absorbed into a single number.
