1 — Find it on the government list

The Bureau of Emigration & Overseas Employment publishes every licensed Overseas Employment Promoter on the BEOE list of OEPs. If an office is not on it, it is not licensed to send you abroad, however long it has been in business.

2 — Confirm the licence is current

3 — Match the name and address

The name on the sign and the address you are standing at should match the entry on the list. A licence number borrowed from another firm is one of the oldest tricks among recruitment agencies in Rawalpindi and everywhere else.

4 — Ask who will appear with you before the Protector

The promoter has to attend the Protector appearance with you. Ask who that will be. A vague answer suggests the office expects someone else to do the licensed part of the work.

5 — See the demand letter before paying anything

A real vacancy comes with a demand letter from a named employer. An agency asking for money before it can show you one is charging you for a job that may not exist.

6 — Get a receipt for every payment

Every rupee should have a receipt in the agency’s registered name. Cash with no receipt leaves you nothing to show the Protector if something goes wrong.

7 — Agree in writing what happens if the visa fails

Medicals fail and visas are refused. Ask before you pay what you get back if that happens to you, and take the answer in writing.

What good recruitment agencies in Rawalpindi will not do

  • Advertise a job without a demand letter from a named employer behind it.
  • Promise a visa before the medical, trade test and embassy stages are complete.
  • Ask you to travel on a visit visa to look for work.
  • Tell you the Protector stamp is optional.

What to bring on your first visit

A good agency will want to see your documents before it talks about any job, because the demand letter is matched against them. Bring originals and copies of:

  • your CNIC and passport, with plenty of validity left on the passport;
  • experience letters naming the employer, your job title, the dates and the machines or tools you used;
  • educational and trade certificates, including any NAVTTC or technical board certificate;
  • recent passport-size photographs.

What happens after you register

Registering with one of the recruitment agencies in Rawalpindi does not mean you have a job yet. It means your details are on file to be matched against demand letters as they arrive. When one matches, the agency shortlists you, and the employer’s selection, the trade test where it applies, the medical, visa stamping and the Protector follow in that order. An agency that skips straight to taking money for a visa is skipping the part that proves the job exists.

Islamabad, Rawalpindi or further away?

For a worker in the twin cities, the location of the agency matters less than its licence. A licensed promoter in Islamabad is a better choice than an unlicensed one round the corner. What location does change is convenience: document attestation, medicals and the Protector appearance can all be handled without leaving the area.
